The approved case remains the reference

Keep the approved investment case beside the latest forecast. Show the cumulative change in scope, cost, timing and benefits, as well as the movement since the previous board pack. Include spending already committed, expenditure still to come and benefits deferred or removed. Replacing the original figures with a new forecast conceals how far the program has moved from its approval.

Progress and financial benefit

A completed system release may precede staff adoption. Adoption may precede the operating change that produces a financial benefit. Reporting these stages separately prevents a completed milestone from being read as a saving already achieved. Finance and the responsible business manager need the same baseline and calculation before a benefit enters the reported total.

Shared dependencies also need one coherent explanation. A delayed policy approval or appointment can affect several workstreams even when their individual tasks are complete. Name the affected work and show the response available to management. If the current schedule can be maintained only with temporary manual work, include its cost and risk.

Decisions reserved to the board

For a matter reserved to the board, state the requested decision, when it is needed and the consequence of deferral. Present feasible alternatives and management’s recommendation, with supporting analysis available for examination. Matters already within delegated management authority follow that route. The approved governance arrangements determine who decides.

Conditions still outstanding

An approval condition stays open until the responsible person supplies the required evidence and the designated authority accepts it. The transformation office coordinates reporting; business owners remain responsible for their commitments. Changing a status color does not establish that a condition has been met.
